No formal documentation yet. Basically the same Rule Builder you see in proactive analysis and the integration module. The conditional branching rules with have two more options "Task Rules Builder" and "Request Rules Builder". Once you select each of these, you'll need to define which screenset the rules builder will be based upon (required to identify which fields are accessible) and then build the criteria. Each criteria support the usual AND, OR, NOT and GROUPINGS. You also be able to add mulitple Rules (which are treated as AND statements) like any other conditional branching rules.
